Or just use any colors that you like.
Notice that they are both solid colors. The background one has the Texture checked, just pick one.
Also notice that the Stroke Width (Pixels) must be larger than zero. One or Two is fine.

Open a new image 400x400 with a Transparent background.
Foreground color Black, Background Null
Draw a circle with Create On Vector checked.
Top of circle text.
Foreground color black, Background color blue with Texture checked.
I'm using the Plaid texture Angle 45* Scale 100.
Create as Floating
Stroke width (pixels) set at 1.0
Highlight the Victor 1 layer. Right click and choose Duplicate.
Copy of Vector 1. Click on Image, Mirror. Use you Mover Toll to place it on top of the other circle.
Click on the bottom of the circle to place your new text.
Selection None.
Add new layer for your Tube.
You can drag the Tube layer to the bottom if you want it to be behind the text.
