Stationery from Picture Tubes using PSP 8.
This also works in PSP 7.

Click on File, New, size 500 x 500 Pixels, 16 Million Colors, OK.

Click on the Picture tube Icon. Scale around 65 or less, Step around 80 or less.

Place the first Pinwheel at the bottom left. 
Location about x65 y450
Hold down the Shift Key & put your second Pinwheel at the top left corner about x65 y65
While still holding down the Shift Key place your third Pinwheel at the top right corner, about x430 y65

It should now look something like this.
Adjusting the Scale to a smaller number will make the Pinwheel smaller. Adjusting the Step to a smaller number will make the Pinwheel closer together. Experiment with different settings and tubes.
